Dear colleagues:
This is to advise you that the Iowa Library Association has signed a Letter of Understanding with Portico, the electronic archiving service that provides access to a permanent archive of electronic scholarly journals. The archive currently includes over 5,300 titles from 24 publishers. Participating libraries make an Annual Archive Support payment, and sign an individual Journal Archive license. Under the ILA agreement, those libraries that are institutional members of the Association are eligible to receive a 5% discount on participation fees.
Annual fees are based on the library's total Library Materials Expenditure (LME). A chart illustrating fees by established ranges appears on the Portico Web site at http://www.portico.org/index.html
Each participating institution licenses Portico independently and is invoiced directly. There need not be a common start-up date for consortium members, nor is there a minimum participation benchmark for the ILA discount to be made available. Participation in the archiving service begins immediately and the term runs sequentially from sign-up for five years. An invoice is sent to each participating library annually on the anniversary date of its initial commitment.
As noted on the Portico Web site:
Portico provides all libraries supporting the archive with campus-wide access to archived content when specific trigger events occur, *and* when titles are no longer available from the publisher or other source.
Trigger events include:
* A publisher stops operations; or
* A publisher ceases to publish a title; or
* A publisher no longer offers back issues; or
* Upon catastrophic and sustained failure of a publisher's delivery platform.
Portico also provides a reliable means to secure perpetual access, if participating publishers choose to designate Portico as a provider of post-cancellation access. In addition, select librarians at participating libraries are granted password-controlled access for verification and audit purposes only.
Libraries wishing to participate in Portico may contact the service directly, and indicate that they are entitled to the ILA consortial discount.
